I agree if they using the road they should pay towards the road infrastructure. It should be a reasonable fee and if all things considered it is the better alternative than there should be some incentive (also reasonable).
Fuel Taxes at the monent are often more than they need to be and often diverted to general coffers.
It is long overdue to cleanup bloated bureaucracy, incompetence, ethics and corruption in all levels of government and corporations.
As for battery and EV production, this should be regulated just like other resource extraction and industries to make sure it is done sustainably and minimize environmental impact etc…
