Great work Mrs Prescott.
Several good points in Judge Harvie‘s decision. The only points that are not correct is she assumes the large volume and huge upward trend in traffic tickets in Winnipeg is a community issue.
There is overwhelming evidence that it is the aggressive targeting of the average safe driver in known and often created traffic engineering deficient locations that is the issue. It proven when these corrected the violations, accidents and injuries are drastically reduced. Senior officials at ACS, TSS, CoW and MB know this but are choosing apparent revenue before true public safety. This very short sighted and should be grounds for termination without severance for all involved and formal investigation of criminal behavior.
