Do we need to track Photo Radar use in Winnipeg to see if it is being operated fairly and legally?

Winnipeg Police Service Image Capture / Photo Enforcement Program (PEP) regulations state 10 is the max number of mobile units they are permitted to have in use in Winnipeg. Based on the reports and photos posted to WiseUpWinnipeg and the Check Stop Winnipeg groups there seems to be more than this.  Yes they do move around but even then there seems to be more than 10.

The reason I ask is WPS and ACS / Xerox who operate the PEP for WPS including operators and others involved in this program are required to follow the Image Capture / Photo Enforcement Program regulations, HTA and others but we have seen they frequently do not and with no consequences.  e.g. not checking required signage present before setting up.  Based on this and other serious issues documented it wouldn’t surprise me if they operating more than permitted.

WiseUpWinnipeg has submitted FIPPA requests in the past for information on these mobile units.  The requests were denied by WPS or ACS / Xerox due to claimed safety concerns for their operator’s.  Not sure why since they claim they have nothing to hide, that the programs goal is to improve public safety and their website and stats claim these programs have been doing this since 2003.  If this all true why would anyone be angry at them?  If you feel they should be providing this for transparency reasons.  If this is important to you please raise this with the Mayor, your City Counsellor & MLA, the Justice Minister and the media.

In the mean time I suggest we maintain the list below with description and plate # and ask members to post date and time they spotted in use.
*** If taking photos to get vehicle and plate do it safely and have passenger do it or pull over. ***

Same if you see a mobile unit operating outside of a designated School, Playground or Construction zone; where the required signage is missing or they not clearly displaying the required identification of Photo Enforcement on the vehicle.  This used to be in large print but they recently changed to small print which is boarder line non-compliant.  They sometimes have it on side window and power  the window down.

I know I started seeing less Ford Escapes around the time they started using Dodge Ram and other vehicles so need plate numbers to confirm. Not sure if they transfer plates to new vehicles or just get new. At least the Silver Escape spotted attending the fixed camera sites.
